This struck me because in Genesis, the story of Babel, God wanted diversity rather than unity (one interpretation), God confused our communication and dispersed us into the world with diverse languages and cultures... Here in Acts, the Spirit gives the apostles and the disciples these gifts. Is she correcting? Guiding? Directing?
I think we could argue that Sophia/Ruach did this to bring us back together, bring us back to God through Christ - allowing us to maintain our languages, our cultures - by hearing the good news in ways we could understand.
